Study on risk evaluation index system to expressway BOT project

This paper makes an integral design and detail classification to the risk evaluation index system in combination with characteristic of expressway BOT project and in view of deficiency of existing risk evaluation index system, establishing a standard for risk index quantification and risk classification. It adopts the evaluation method of Analytic Hierarchy, Process (AHP) to make a demonstration study to the risk of Changsha- Xiangtan West Route Expressway (CXWRE) BOT Project. The result demonstrates that the conclusion could basically present the risk level of this expressway BOT project; the index system and method possess certain scientific and foreseeing characteristic, which can provide theory and method for the government management and participation of expressway BOT project.
