摘要
The objective of the paper is to explore the crucial relationship between the institutional performance of local governments in the State of Mexico for the adoption of e-government and public administration performance in the formulation of public policies. We address the ideas from the review of a common set of evidence, from exploring the differences in structures, institutions and processes. It concludes by stating that governance, as a real environment feedback from local governments, a problematic phenomenon becomes, is defined through individual practices that are not necessarily based on transparency and access to information in electronic form, but in the negotiation and patronage.
