Study on the Equalization of Urban and Rural Basic Public Services of Xixian New Area

The aim of this paper is to solve the problems of equalization of urban and rural basic public services in Xixian New Area. Firstly, the author identified the concept of basic public service, through reviewing other researchers' theory. Then the author analyzed the Xixian New Area's reality of urban and rural basic public services development, including the basic education, the basic public health care facilities, the basic sports facilities and the basic social welfare facilities. The author processed the basic data by using the ratio method. The paper pointsout that there are 4 main reasons that caused the inequality of basic public services between urban and rural areas, just as the geographical segmentation, the old administrative ideas, the inequality of urban and rural public funding, the unclear government responsibilities and so on. Finally, the paper gives 4 improved recommendations such as broadening governments' thinking and strengthening their awareness of intergovernmental cooperation, reasonably determining the government's fundamental responsibilities for basic public services, improving the public finance system constantly and changing the dualistic structure.
