Equalization of Urban and Rural Basic Public Facilities Based on GIS: A Case Study of Educational Facilities in Changzhou

摘要
China's long-term urban-rural dual structure has enlarged the gap between urban and rural basic public services. One of the most important reasons for the gap is current spatial distribution and standards of basic public facilities in rural areas do not meet the demand of local development. To achieve the equalization about urban and rural basic public facilities is not only a new focus of urban and rural development, but also a key to promote further urban-rural integration. Based on a survey about basic educational facilities of Changzhou, this paper will discuss basic public facilities between urban and rural integrated development, using ArcGIS to analyze the accessibility, quantitative and qualitative characteristics of kindergartens, primary and secondary schools. By comparing non-equilibrium characteristics of the urban and rural basic educational facilities layouts, this paper will propose some recommendations about layout optimization and quality promotion.
