The System Design about the Equalization of Basic Public Services of China's Urban and Rural Areas

Due to multiple favors such as urban favors, GDP favors and etc., there is a large gap between China's urban and rural public services. Achieving the equalization of basic public services of urban and rural areas should at least take the following measures: first, do away with the urban-rural dual structure, so that urban and rural residents achieve parity in the rights, opportunities, capacity and so on; second, improve the public finance system, promote the fiscal system reform of county and township, strengthen the supply capacity of local governments, especially county and township governments in public services; third, construct the farmers' demand expression mechanism and multi-channel supply system of public goods; fourth, set up a "public service + GDP"-oriented performance evaluation system and public service accountability system for local leader team and cadre; fifth, build the law system of the equalization of basic public services of urban and rural areas and make it have the law to obey.
