A Research on Paths through the Transfer of Rural Residential Land in Grain Main Production Area of Heilongjiang Province

The purpose of the paper is to explore the construction of transfer path for rural residential land. It is important to improve the efficiency of land use. This essay employs comprehensive analysis and field research methods, clarifies the utilization status and potential existing problems of rural residential land and build a transfer path of rural residential land from the two perspectives of paid exit and orderly transfer. Conclusions are reached as follows: (1) The lack of paid exit path and orderly transfer path of rural residential land is the core affecting factors which lead to a multi-family house, area of excessive, idleness of rural residential land use caused by long-teen migrant workers and other exacerbated "tragedy of the commons" phenomenon. (2) According to different targets of homestead quit, three kinds of quit path can be adopted, that is, homestead paid use model, replacement of homestead & land contract right exchanging for social security model or homestead exit constraint model, thus founing mechanisms through which faiiners initiate to withdraw with pressure, be attracted or be pushed, and promoting rural residential land to exit effectively. (3) For the two situations that homestead land transfers in collective economic organizations or non-collective economic organizations, adopt modes of drawing off the farmer member right or transferring licensing respectively. Therefore, establishing the transfer path for rural residential land can provide a theoretical reference for these experimental areas.
