To cope with the changing demands of power transmission, the UHV Transmission Development and Promotion Committee was created in 1973 within the Central Electric Power Council (consisting of the nine Japanese electric power companies and the Electric Power Development Company). The Committee targeted the selection of the voltage rating for the UHV ac transmission system (hereinafter referred to as the target voltages) as the first important problem to be considered. The Committee carried out extensive surveys and research, and after full deliberation, taking into account the actual conditions of Japan, it reached the conclusion that it would be appropriate to select a nominal voltage of 1,000 kv and the corresponding highest voltage of 1,100 kv as the target voltages. It reported its conclusion to the Central Electric Power Council in a session held in June of 1980. This paper presents the background of the target voltage selection of the Committee.
