摘要
Much as paraprofessionals are intended to accomplish things that professionals cannot or will not do, donor agencies should consider supporting paraprojects. These are oriented to making developmental contributions where conventional projects cannot or do not reach, and in more sustainable, cost-effective ways. It appears that the effectiveness and efficiency with which donor resources are presently being put to use are declining and that, other things being equal, there are diminishing returns to project size. This article explores alternative modes of development assistance which are brought together and illuminated by the paraproject concept. © 1990.
