摘要
The Ministry of Education (MEC) established the compulsory drafting of the administrative management of Higher Education Institutions (HEIs) both public and private, called Institutional Development Plan (IDP). The IDP aims to identify the IES with respect to the mission to which it proposes, to his work philosophy, pedagogical guidelines for their actions, their organizational structure and academic activities developed or intended to be. This is a commitment by the University with its social body, the scientific and technological community, the Ministry of Education and society in general. The main objective of this paper is to describe the IDP building process in a Federal Institution of Higher Education and verify the presence of social management through university and municipal communities participation in its preparation. It is a case study conducted at the Federal University of Vicosa. A qualitative research was built, seeking descriptively demonstrate how the IDP was constructed. Could be verified that the institution is concerned about democratic and participatory management by opening discussions in the preparation of IDP. Some evidence of the participation of the university community was found in IDP construction. No participation of council members were observed in this process though.
