摘要
The generation of solid waste presents itself as a problem of serious proportions in the cities. The capitalist way of life, usual in our society, of our society, based on overconsumption, often of nonessential items, favors and enhances the use of energy and raw materials, contributing to the increase in generation of wastes. The creation of specific public policies can contribute to improving the current system of solid waste in Brazil. The National Policy on Solid Waste, enacted in 2010 and regulated by Decree No. 7404 of 23 December of the same year is an example. This policy is considered a regulatory framework in the area, because it defines the guidelines for the integrated management and solid waste management, which until then left itself opened to great distortions. Paulinia-SP was selected as the study location and development of the proposed topic by presenting a series of characteristics of relevant analyzes to the topic of study, such as high rate of urbanization, high GDP and good living conditions causing the accelerated demographic growth. The city has good economic condition allowing a technically advanced and proper waste management, at a high cost paid by the municipal government, in spite of the fact that the high cost of the system doesn't reflect in direct improvements in social and environmental conditions.
