SUSTAINABILITY AND PRECAUTION: AN ASSESSMENT OF THE MACAE MUNICIPAL WASTE MANAGEMENT PLAN REFERENCED IN THE NATIONAL SOLID WASTE POLICY

Solid waste production has grown exponentially in the second half of the 20th century and in the early 21st century. The problem of the final destination of these solid wastes is the main point of the agenda of any human society. The growing generation of waste overlaps with population growth, which is the issue of one of the main points of public management. Law No. 12,305 / 2010 that establishes the National Solid Waste Policy (NSWP) requires each municipality to develop and implement a Municipal Solid Waste Management Plan (MSWMP). The municipality of Macae, located in the state of Rio de Janeiro, fulfills a requirement, to prepare its MSWMP in the year 2012. This article is based on the principles of environmental law and a bibliographic review to make an evaluation of the implementation of the Municipal Plan of Macae Waste Management in accordance with the principles of Sustainability and Precaution.
