COURT REFORM AND JUDICIAL LEADERSHIP - A THEORETICAL DISCUSSION

This article begins by discussing why it is so difficult to reform the American court system. It then points out that reform is not impossible and briefly reviews several successful reform programs and identifies effective leadership as a critical and common factor.
