摘要：

This article begins by discussing why it is so difficult to reform the American court system. It then points out that reform is not impossible and briefly reviews several successful reform programs and identifies effective leadership as a critical and common factor. Leadership is then discussed in general terms. The article concludes with an analysis of judicial leadership specifically as a crucial variable in court reform.
