This research is a reflection of the higher education law tied to Social Public Policy, with a focus on bio-ecological theory. Considers that in the context of development studies play an important role in the national political scene, coupled with the idea of power, as the jurists, since the foundation of such courses in Brazil, leaders occupy important positions in the country and are present in the functions of power of the state machinery, including the theory and effective development of social policies related to public laws. The aim of the study was to identify, in June 2014, the state of the art publications on the topic in scientific sites such as Database Dissertations and Theses of the Coordination of Improvement of Higher Education Personnel (CAPES), and the scientific Electronic Library Online (SciELO), from 2010. The results confirm the need for scientific knowledge production on this topic, since no production accessed was related to the research question.
