SUBSYSTEM OF THE TERRITORY MANAGEMENT IN THE INTERESTS OF SOLVING ISSUES OF REGIONAL DEVELOPMENT

The purpose of the work is to verify the put forward hypothesis, substantiate the need and develop recommendations for solving regional development issues with the help of subsystems of territorial management in contemporary Russia. In this paper, to determine the efficiency of the management of the territories, a classical method of assessing efficiency is used, which involves finding the relationship of results to costs. In the framework of this study, this assessment is made in the context of subsystems of management of the territories, which include the management of the region's economy, the promotion of social development in the region, and the management of the region's infrastructure. To determine the current state and identify issues of regional development in the context of the designated subsystems for the management of territories, the authors analyze the values of the results and costs indicators for each of these subsystems. As a result, it is concluded that in today's Russia, the territorial management does not fully meet the interests of solving the problems of regional development, which are caused not so much by the deficit of funds, but by the low efficiency of their expenditure. The attention of the authors is focused on economic ways of solving the issues of regional development, by bringing the subsystems of the management of the territories in line with the interests of their solution. For this purpose, an authors' model is recommended, offering appropriate recommendations for each of the subsystems of management of the territory. The advantage of this model is the existence of a clear connection between the established problems of regional development in contemporary Russia and the proposed methods for their solution, that is, a high efficiency. The systematic nature of the proposed recommendations makes it possible to achieve long-term results with the help of this model.
