摘要
The article describes the methodological framework of analysis to identify existing, emerging and potential clusters of signs on site. It describes the main aspects of the formation of knowledge bases designed for decision support in geographic information management at the appropriate levels strategic interaction of spatially distributed systems depending on the degree of cooperation - only participate in the management of associations without capital and on the basis of common property management. We identified the major modifiable characteristics of the objects for the organization of clusters and the method of estimation of factors influencing the attractiveness of the territory and objects. They are interests as a coincidence of targets organizational technical systems and territories; investment as financial source, and the willingness to invest in the development of systems and territories; information for obtaining new knowledge and information about the external environment for the acquisition of competitive advantages; technologies to extend the value chain forwards or backwards and aggregation for joint use of the common elements of the value chain.
