摘要：
This paper pays attention to the index system of power safety early-warning on the basis of introducing the meaning of monitoring early-warning of power grid safety briefly in China. According to 3 first grade indexes (risk of low voltage, risk of overload, risk of power system voltage instability), it constructs the relevant 12 second grade indexes. And, it also suggests to build the model of monitoring early-warning of power grid safety through using of relevant theories and ways, including early-warning management, safety science, complicated science and so on.
