摘要：
The school-based training is an economical and effective way to improve the quality of the teachers and promote their professional development, but its efficiency relies on the guarantee of a scientific and reasonable system; otherwise, the school-based training is hard to be implemented. According to the characteristics of colleges in China, the construction of such system includes organization management, time guarantee, fund guarantee and performance assessment.
