An integrated assessment of the municipal buildings' use including sustainability criteria

摘要
The harmonious and sustainable development of modern societies is inseparable from the efficient use of resources to meet the population's needs. Optimising governance through sound resource management and protecting the needs of society is particularly important and challenging in terms of sustainable development. Stakeholders, therefore, need a new public building management model based on sustainability criteria. The proposed model helps to assess buildings' end-use efficiency making an emphasis on sustainability and including criteria of social benefit. Decision-makers can assess the end-use efficiency of municipal buildings and make equitable solutions using this model. Public sector organisations, especially local governments, need these results to manage large amounts of public assets. The hybrid solution model proposed for decision-making integrates four different methods and several fuzzy criteria values. Policymakers determine the weights of the criteria based on the Delphi method. In the next phase, decision-makers solve the problem with a new fuzzy extended approach to multi-criteria issues and a fuzzy Combined Compromise Solution (CoCoSo-F). This model helps decisionmakers meet a wide range of challenges without the precise knowledge that describes the options, as well as the expertise and technical solutions needed to make decisions.
