Risk Assessment on the PPP Financing Project of AHP-based Urban Rail Transit

Urban rail transit, a quasi-public product, has its unique economic characteristics and features. It's an obvious public welfare work for the surrounding residents which involves a huge investment. The key problem is how to solve the shortage of funds and make a reasonable distribution of the interest between the government and private sector in the urban rail transit. PPP, an effective solution to various financing problems in the rail transit from the perspective of the government departments, is a new project cooperation model. However, because of the complex organizational structure, the long time span and involving a wide range, its potential risk is also great. This article conducts a comprehensive, systematic identification to risk by WBS-RBS method from the view of private sector. Then it makes a risk assessment based on the result of risk identification by the AHP method and analyzes the risk assessment results. Finally it puts forward some countermeasures.
