摘要
The quality of an information system is determined by its ability in providing meaningful information for the individual who needs it. This quality of the information is a goal that should be planned for. The other important thing that needs to be considered is the limitations in funds that it is faced by every organization. So each organization needs to manage their assets wisely. The high cost of information systems investment is most likely caused by the repeated need for modification or replacement of information systems projects. For that reason, the effort in optimizing this kind of investment needs to be supported with a good enough planning process. The planning process is used for defining business requirement and for mapping it into the requirements of the information systems needed. In this research, a governmental organization is chosen as a case study object in respect of its role in providing service to the community.
