摘要
E-government is a tool for governments to transform functions and enhance services. The E-government's methods/processes handling with everything is commonly considered to be "E-government knowledge". One of the main means of development of E-government is improving its knowledge management. An advanced use of the e-government knowledge can lead to higher public administration business performances. The purpose of this paper is to demonstrate the importance of an integrated architecture in creating an effective knowledge e-government. A conceptual model of the architecture of an effective knowledge E-government is developed, which includes five components: Process-based Knowledge Management, Communication and Information Processing, Intellectual Capital Management, adaptive Learning and Innovation and each is given detailed describing. Managers should strive to develop an integrated effective knowledge e-government system but be careful to recognize the many differences in its key elements in doing so. An effective knowledge e-government system concept and an understanding of the limitations that exist in applying this concept are provided.
