摘要
Qualitative human resources constitute the basis of the development of Latvian economy. To facilitate human resources development and inclusion in the changing labour market, raising the quality of labour force has become one of the priorities of labour market policy. In the process of the development of the contemporary society, knowledge and its application undergo rapid changes along with the competences that are demanded on labour market and in the society in general, therefore it is urgent to implement the cooperation model: employer - employee - personnel manager - education establishment. The aim of the present article is analyzing the options for the human resources development in competence based education. Research methods: analysis of literature, employer questionnaire. The article provides the theoretical analysis of competences, regarding the basic competences of lifelong education and competence based education as a prerequisite of human resources development.
