摘要：
In the new century, learning alliance is emphasized by many enterprises and scholars. On the foundation of literature reviews, the paper analyzes the motivation mechanism and formation process of the strategic alliance based on knowledge chain under the perspective of knowledge, and then discusses the operation tactics of the strategic alliance based on knowledge chain from the partner choosing, alliance form design and alliance coordination mechanism based oil rapid reaction.
