摘要：
The paper indicates that Enterprise(Strategic Alliance (ESA) is a good mechanism to manage strategic risk. From the dimension of resource based view (RBV), the paper analyzes the forming motivation of ESA, resulting of two basic formation conditions; Then, on the basis of systematic entropy and Markov process, it raises a transaction cost limited sequential decision model. Finally, it comes out the conclusion that ESA will evolve to a structure including three basic models: Strong-Strong Alliance (SSA), Strong-Weak Alliance (SWA), and Weak-Weak Alliance (WWA).
