摘要
Public crisis is affecting the national political, economic and many other fields, hence making the public crisis management become the mutual concern of multiple subjects in various fields, and all the participating subjects in public crisis management. But the diversity of subjects brings difficulties to cooperation of public crisis management. So this study aims to research how multiple subjects work synergistically in public crisis management, and make it possible to design a reasonable international cooperation mode. Firstly, this paper analyzes the reasons why multiple subjects are unbalanced with each other. Then we use the theory of synergy to research how the multiple subjects can be synergistic in public crisis management. Finally, we build the international cooperation mode with synergistic multiple subjects.
