摘要：

This paper puts forward a new kind of general framework for evaluating the performance of China's national innovation system. Capital, human resources and knowledge are three main factors in the analytical framework. By mean of constructing performance evaluation index system based on national competitiveness, the research quantitatively analyzes the total innovation resources and innovation resources allocation of China's national innovation system, and also reveals the structure and implications of China's national innovation systems obviously. Moreover, this evaluation approach of national innovation system based on national competitiveness can be applied to a comparison among different national innovation systems.
