摘要
The pandemic caused by COVID 19 has pervaded the world. In Brazil, democracy and human rights face challenges for their maintenance and implementation. Through the hypothetical deductive method and mining of data on the increase in unemployment, the rise of citizens along the poverty lines has been pointed out and, mainly, in the condition of extreme poverty, In this sense, this article sought to demonstrate the need to protect the necessary state and the rights possible in 2020, through the implementation of the Cooperative Constitutional State model, theorized by Peter Haberle as a feasible solution to humanity's greatest challenge today.
