DYNAMICS OF CORPORATE GR-COMMUNICATIONS: A NEOPLURALISTIC ANALYSIS IN THE SIBERIAN FEDERAL DISTRICT

摘要
The article shows that modern corporate structures utilize all the possibilities of the territory of their presence and can lobby their interests through officials and deputies, use media resources and support protest activity. The neopluralistic approach to the relationship of the substantive need for professional GR and the dynamics of relations with the power environment at the regional level has undergone comprehension and systematization. Corporate policy is interpreted as a space constructed in the course of communication processes with various stakeholders. By analyzing the reproducing interactions between business and government at the regional level, conflictogenic factors and risks of GR-communications were revealed. As sources of information about GR, official documents of state bodies and business structures were examined. Non-financial reports of large companies operating in the Siberian Federal District contain information on corruption and risks of spot checks by officials. In these cases, officials can represent their commercial interests or the interests of competitors and others. Mass media can also prepare publications of a commissioned nature. In the framework of court proceedings, attempts are made to influence the judge outside the procedure, which is prohibited by law, but in 30% of cases such appeals are made by commercial organizations and entrepreneurs. Such protest behavior is associated with economic activity in the territory, factors of legal culture and the availability of other means of resolving disputes. Corporate structures ensure direct representation of their interests in the regional parliament when this is not limited by the actions of competitors and the attentive public. In the Siberian Federal District, GR-communications are effective due to the limitations of the conflict nature of the political environment, the exclusion of the public from the discussion of many issues. As a result, GR-technologies are difficult to distinguish from the professional activities of legislators and experts in the interests of voters. The conclusion of the study is that the effectiveness and conditions of GR-communication are important for a holistic understanding of the mechanisms of representation of interests. It is also necessary to consider in more detail the reasons for the paradoxicality of GR-activity, which are rooted in the contextual characteristics of interaction with the authorities.
