CRIMINOLOGICAL ANALYSIS OF PERSONS WHO COMMIT CRIMES WHILE INTOXICATED IN THE SIBERIAN FEDERAL DISTRICT AND ITS REGIONS

Persons intoxicated when committing a crime are characterized by the systematic use of alcoholic beverages, drugs or pathological addiction to alcohol or drugs. They are common among murderers, people causing harm to health of various gravity, threatening to kill or cause grievous bodily harm, committing beatings, sexual assaults. Also these are persons stealing others' property mainly to provide themselves with alcohol or drugs. Traditionally, mostly males commit crimes while intoxicated. In most cases, the offenses are committed by the young (18-29 y. o.) or adults (30-49 y. o.), less frequently -by minors (14-17 y. o.). Depending on the nature and content of motivation there may be different types of criminals with violent, selfish, irresponsible and other motivation. However, all of these individuals have one thing in common -the systematic use of alcoholic beverages, drugs and other toxic substances which causes asocial or antisocial interests, needs and aspirations that result in criminal behavior. The state and proportion of persons who commit crimes while intoxicated in the Siberian Federal District has grown considerably in recent years. If on the territory of Russia in 2013 the proportion of " drunken criminals" was 32%, in the Siberian Federal District it was 36,6%. According to 2013 data the largest proportion of persons who commit crimes while intoxicated in the regions of the Siberian Federal District is registered in the Republic of Khakassia (47,6%), the Republic of Tyva (44,2%), the Altai Republic (43,8%). The lowest proportion is in Tomsk Oblast (22%). As this category of persons have weak-willed characters and cannot do without an appropriate support and assistance to abstain from alcohol or drugs, they can be attributed to the weak-willed category of citizens. They require rigid social control by the society and law enforcement agncies to adapt in the society. The analysis of the results of the study showed that among persons who have committed violent crimes while intoxicated there is a high proportion of previously convicted persons (33,2%) and females (23,2%). Among the perpetrators of crimes against property in the state of intoxication there is a high proportion of persons with previous convictions (40%) and minors (23%).
