摘要：
With the domestic Hi-tech industry's growth, Hi-tech companies pay more and more attention to the management of project R&D process. Based on evaluating process at the project R&D stage, the paper introduces points of the financial strategic decision and control in the evaluating process, and constructs the system of financial decision and control in R&D.
