摘要：
Based on the theories of Synergetic and Dissipative structure, this paper makes a concrete analysis of the systematic mechanism and interdependence of the public crisis consciousness, system designing, operational mechanism and organizational innovation as well as the systematic correlation between the public crisis management and outer system environment.
