摘要
Our paper comes to present the opportunity to use the Second - Order Cybernetics to model the political systems on their two cross reverse processes which are sustainability and safety. Some validations of our previous researches came to prove that the use of Markov model is relevant to measure the global citizen's perception of their satisfaction about the political system. We began with the research literature, elaborating a structure of the principal attributes of the Quality of Life. Then we made two application studies beginning by interviews of citizens about their Quality of Life perception, with the "voice of the customer" method and catching customer needs and expectations for a pill maker which contracted also our laboratory to accompany their interdisciplinary innovation team in the design of the new medicines and medical services. These validations show interactions between Quality of Life, well being, health, happiness, liberty, driving our research to analyze their effects in the Cybernetic model of sustainability and QoL, as shown in the third part of our paper, with inputs such as tacit and explicit knowledge, self-organization learning, en-action, and individual emotions structuring human being's social types in the QoL.
