摘要：
This paper analyzes the characteristics and disadvantages of present management methods of government investing project in China, and discusses the international experience of the project management. Trend of management reform in China is outlined. The paper presents a new mode named double-layer agent system, and discusses the organization structure, function setup and operation mode of this kind of management mode, and then the paper puts forward some measures and suggestions for realizing the reform.
