Research on the Cultivation Policies and Implementation Path of Small and Medium-sized Hi-tech Enterprises

Under the "new normal" state, the biggest challenge for China is to cross the middle-income trap. The fundamental way of solving this problem lies in industrial upgrades through innovation and one of the footholds depends on the new and small and medium-sized hi-tech enterprises to promote the upgrading of traditional industries. Based on the cultivation policies of new and small and medium-sized hi-tech enterprises at home and abroad, this study put forward the cultivation policies from four aspects, covering scientific and technological innovation, tax incentives, financing channels and personnel training. Based on the competitiveness model of new and small and medium-sized hi-tech enterprises, this article built the driving factors model of cultivation policies and explored the implementation path of cultivation polices by the cultivation process and cultivation platform.
