摘要
The paper expounded the basic concepts of investment management and cost control from both on the perspective of government departments and project owners, and analyzed the differences and the relationship between them. Referred to OSI "layer structure" model, and based on the principle of "Object Oriented" thought, the paper proposed a new cost control system named "Six- Layer Structure". The system absorbed many mainstream thoughts in today's cost control field and highlighted the systemic and relevance of the system, and the content in the "target layer" was detail described at last.
