摘要
As an effective instrument for strategy implementation, performance management and organizational communication, BSC has been widely accepted and recognized with its better effect in public divisional. management. Since 2005, this advanced management technology has been introduced to local government management in Qingdao with BSC established in the three levels of municipal government, municipal department and business section (unit), based on years' theoretical research and practice. The survey of BSC exploration and practice by the Working Committee for Offices Directly under Qingdao Municipal Committee of the CPC is summarized in this paper.
