摘要：
The role of the local government should be defined correctly when undertake industry transfer, so as to avoid the role of the local government misplaced. For clearing the role of the local government, measurements are brought from aspects of fully understanding the condition and the motive of the private enterprise's industry transfer, raising the quality of the local government's service, enlarging the local capability of undertaking industry transfer.
