摘要：
With the development of private economy, new requirements for the administration system and managing mode of local government are put forward, showing that local government should weaken the influence of its main function in the economic construction but enhance its function in public service and become the public service-oriented government. Local government should also take innovations, that is, to improve the formulation and execution of laws and regulations, to innovate on its service system, directing system, supporting system, etc, then to create competitive advantages to promote the innovation and development of private economy.
