摘要：
Developing the low-carbon economy is the fundamental way to addressing the contradiction between climate change and economic development However, there exist being financial shortfalls, although important, constraining the development of China's low-carbon economy considering its characteristics For China, it should take measures to promote low-carbon development such as increasing governmental financial input, improving governmental procurement structure, adjusting and perfecting the existing tax policy, introducing carbon taxes, offering incentive policies, etc
