To start the development of western regions, we should not only in crease various productivity elements, but also try to find more effective countermeasures to shorten the gap between the east. and the west in terms of system innovation. In fact, many such problems and enterprises, encroachment on the property right, administrative monopoly, underdeveloped private economy, low repayment of investment, backward education and infrastructure etc. are all closely connected with the management system of government. Therefore the central government should push forward the western development effectively by starting management system innovation of western local government. A highly efficient, coordinative, standard management system of local government can help build and perfect market mechanism to carry forward economic development in the west.
