摘要：

At present, we are in key time of transformation period which is period in the wind and high frequency. It advances trial for reign capacity of government. This paper finds out insufficiency in crisis management by comparative analysis of perfect crisis disposal mechanism. Then it mainly proposes six settlements with well operation according to three stages.. On basis of transparent and accountable government, we may answer and solve crisis in Virtue of operative settlement. Therefore, this paper will be helpful for solving crisis of government.
