摘要：

In this paper, the authors firstly review literatures in the new century on social responsibility of state owned enterprise, and from the enterprise classification perspective, and then analyze the different social responsibilities for different state owned enterprises both in competitive fields and non-competitive fields. The authors try to build a governance mechanism to promote the CSR practices of the state owned enterprises.
