摘要：
The annual investment decision is very significant in the company's whole investment strategies, especially for the integrated oil companies. A feasible and optimal annual investment scheme plays a crucial role to direct the operation of the company. The index framework that utilizes to evaluate oil company's investment decision is analysed in this paper, and based on this framework, a goal programming model for the annual investment decision is presented, this model is suitable to the situation of China's petroleum and petrochemical corporations.
