Study on the Risk Management of Expressway BOT Project

On the analysis of the literature material and research basis, the expressway BUT project risk characteristics are summarized. From the universality and particularity of risk, the risk characteristics of expressway BOT project are analyzed; Based on the analysis of the existing situation in implementation of expressway BUT project, it is pointed out that, imperfect laws and regulations related, lack of imperfect market, earning ratio not be guaranteed, improper managing yardstick of government and indeterminate responsibility to share risks are the main problems in the expressway BUT project in China. Establishing risk awareness, improving market system, improving laws and regulations related, sharing risk reasonably as well as training and introducing professional risk management professionals, deepening the expressway BUT system reformation, improving the market system, strengthening contract management and sharing the risk rationally are the effective countermeasures in the risk management in expressway BUT project.
