摘要：
The main task of the public sector is to provide public services. And improving the efficiency of public sector is worthy of studying as one of public management problems. While civil servants are the core component of public sector, the performance management of them is more important. Singapore has many good experiences of civil servants' performance management which are the best references for China to learn from.
