摘要
Which is more important and plays critical role in tourism development, tourist resources or tourist market? How to balance the relationship among the three aspects has been constantly in hot debate in the academic field. The author holds a viewpoint that rather than highlight only single factor, tourism development should take tourist resources as foundation and tourist market as orientation.
