Economic Incentive Policies of Energy Efficient Reconstruction of Existing Residential Buildings in Northern China

摘要
In the article, the authors first introduce the current situation of energy consumption in existing residential buildings in northern China; while introducing current economic incentive policies for energy efficient reconstruction of existing residential buildings from financial policies, tax policies and price policies etc. Then it introduces economic incentive policies in demonstration projects including the Tangshan project and Beijing Huixin West Street project; using this it analyses the main problems for economic incentive policies; at the same time, summarises the main points of economic incentive policies for building energy efficient residential buildings in developed countries. Finally, the authors put forward countermeasures for improving the economic incentive policies in energy efficient reconstruction of existing residential buildings, which mainly includes financial policies, tax policies, price policies, bonus policies etc. and involves related interest groups such as central and local governments, heating provision enterprises, energy service companies or housing property units, as well as residents.
