The reform of employment and the recruitment of foreign workers in the 1960s in Austria

The article traces the change in the Austrian empolyment policy of foreign workers during 1960 and 1961. Due to the social partners controversial positions the existing German regulation from January 23, 1933, could not be replaced by an Austrian employment law of foreign workers. Until the law's indorsement in 1975 the possibilities to engage foreign workers were expanded through quota agreements (Kontingentvereinbarungen) and recruitment agreements with the sending countries. Furthermore, the quota agreements prescriptions established the juridical discrimination against foreign workers.
