A grey evaluation model on bidders for BOT projects

Bidding is regarded as an efficient method for procuring goods and services. An accurate evaluation on bidders is the key point of a successful bidding. However, evaluation on bidders is a tough and comprehensive work and the result of the evaluation is always affected by evaluators' understanding on standards set for evaluation, evaluators' expertise, experience and preference. This paper aims to find a better method to make evaluation on selecting bidders accurate as much as possible. Toward this purpose, a grey evaluation model on bidder is presented and an instance of bidding for BOT project is illustrated in details to make the practitioners know how to use the model.
